It spawns next to the chinese movie theater/Tattoo spot. its down the road from the eclipse towers. The 2nd spawn point is in the middle of the race track at the casino a little farther down the road

 

I got one yesterday and wrecked havoc.. it was absolutely the most unfair part of the game. I basically just sat there while people ran at me and i just shot them.
