Do LSC mods have an effect on races?

I choose a custom car, I get the paint job and the horn (yik yik) on the loading screen but the car stats don't match those of my modded car.

 

Some in my crew say yes, some say no. Does anyone know for sure to settle this argument?

I think they do, i noticed the stats dont add up on the race screen but I have an entity with turbo and it did seem to accelerate faster, and thats without the boost start happening, obviously.

Of course they do matter. No question about it.

The mods are scaled back in online racing to better match the stock cars in the class. But the mods do still apply. A modded Entity has better stats in online races than a stock entity, but no where near the performance of a free roam entity.

From what I can gather it will only let you use mods in a race if the others in the lobby has the same modifications on their custom cars.

I have started modding my akuma, and with just the first engine improvement I can go from last to first without the turbo start, before the first turn on double parking.

Another thing that makes me dubious is when you crash, burn and respawn you lose the custom horn. It makes me wonder if you lose the other mods too apart from skin, even if they were there at the start.

The usual carnage at the start, slipstreaming, plus catchup if it's on, might account for that.
