Can I put a car in my garage if a friend stored it?

Basically what the topic says. I've been looking for a 4 door Felon for days now, my buddy found one (I'm at work so I can't hop on and take it) and put it in his garage..

 

Will I be able to put a tracker and insurance on it and make it mine, or is it his now since it's being stored in his garage?

It's his.

 

But he can always dupe you one, it will lose the tracker that way, and you can keep it.

Care to explain? He keeps saying driving around will put more of those cars in the area, but I was doing that yesterday with another friend of mine and we only saw the GT versions, no 4 doors popped up.
