All Races/Death matches/Missions grayed out

Seems over the past few days any time I go to join a race or something from the start menu when I go to jobs, everything is grayed out. I can access via phone, but it seems buggy sometimes failing or putting me into a lobby on my own , though for the most part all are un-accessible.

 

Sometimes only Missions appear in white but 99% of time all is gray. Anyone else have this issue or seen it?

Are you by chance in the middle of a "forced" tutorial-esque mission? I know when Ron calls you to the Concrete Plant for a Survival mission for the first time, the game treats it as a mandatory Tutorial level and you can't join up with friends in other sessions until you at least go to the plant, enter the lobby for that Survival mission, and either play it or back out.
