cheats for spawning helis and planes?

Yesterday I was playing online, got up to level 5 and then some douche "itzy bitzy bravo" started just killing me over and over, out of the blue he is in an attack buzzard, kills me a few times then he's flying in a Cessna swooping all around me? Is there some cheats known that this douche knows or do you get them when you reach a high level? we was out in the country, nowhere near any airport.

 

I grew frustrated after about 30 mins of constantly getting killed that I just turned off my console and punched my dog in the face. just kidding.

Buzzards spawn when you are at a higher rank. At the airport, at the landing strip, at the hospital.

on ps3 you enter L1,L2, X,X,LEFT,RIGHT,LEFT,RIGHT

 

should spawn a random plane online.
