Why can't I hear anyone chat in freemode?

As title says. In the back menu I have "everyone" selected, but I never heart anyone chatting in freemode.

Is that bad not hearing anyone sounding like a smart ass or annoying kids?

Check console privacy settings. I had it on friends only and had the same question.

I turned off 'everyone' chat after day one. Not only were there over-excited idiots making annoying noises (still can't work out why people bother to do this?) but I was hearing people that were over a mile away from me. So I could hear people shouting "Hand over the money!" in cringe-worthy c-list actor voices despite them not even being on my extended mini-map, let alone my screen!

 

As most things with GTA: Online on launch, unless they correct the core mechanics I will avoid using this, so chat is on for Friends and Crew only for me.

 

By the way, I'd like it to be locality based, unless you are teamed up on missions or by crew, in which case ear pieces might be being used. You shouldn't be able to randomly chat with someone as they drive a car past you, only if they are in the same car as you. You shouldn't be able to hear people from a mile away, only if they are next to you. I'd even like voice volume to decrease with range but I guess that's asking too much!

Hold select go down to chat option change to everyone

The thing is, nobody talks on game chat. You're lucky to hear someone, let alone strike up a conversation.

I've talked to two different people max. Occasionally I'll hear a sneeze or an echo, that's about it.
