I find them quite a bit in Franklin's old neighborhood. (Grove area)

Franklin's old hood, like Photoman said, or the industrial areas are common for me. Especially the area where you meet with the feds a couple times in single player, like when staging/completing the mission to retrieve the agency hostage by helicopter.

You guys saw them online in that area? Been looking another 2 hours with no luck.

La Mesa around 1800

In La Mesa now still no luck,

Switched to solo session and found one in 5 minutes on the free way heading north out of town.

 

I think the game type makes a difference.
