Helipads and helicopters

Yes, we all know the best places to find Mavericks and Froggers but what about the helicopters with guns (the Buzzards and Annihilator)?

 

I have been attacked a few times by attack helicopters and I have seen a player get in an attack helicopter from the helipads next to the marina. I can only assume that they have bought a helipad and an attack helicopter at this location?

 

I'm lvl 27 and I would have thought this would be unlocked for me to do by now?

I have looked in military base and I can't find any attack helicopters!

 

Can this thread start a comprehensive log of how to get an attack helicopter?

Where to find them, or how to buy them. Thanks for your help!

dno I'm lvl 35 and have seen them spawn on trevor's airfield, so perhaps wait a bit longer

attacked fort zancudo with 3 of them today was pretty cool
