It spawns at a chance of 33% in Sandy Shores, in the block next to the right on ammunation, a meter away from the mission marker.

 

This vehicles spawn there nearly all the time: Caddy, Quadbike, Rat-Loader.

And to the guy saying where it spawns, GTAO does not share the spawn locations with singleplayer btw.

Yes it does. We found one yesterday dead on in its spawn place.

You have good chances of finding it around the Boneyard survival mission too. That`s where I found one too. Within minutes as well

 

[EDIT] You could also try changing the spawns: leave your session and make an invite only game. If the spawns are not what you need, leave and redo server. I usually drive around - eventually it spawns the proper cars
