Bull pup shotgun

.5o pistol

 

I've heard we're able to exchange weapons

Just get into a police/ambulance heli, they're at every police station/hospital. You get 10 rounds every time you get into the pilot's seat of a new one.

Then leave the area and come back, I'm level 38 and they still spawn there for me.
