How do I change the parental controls & enable chat? PSN

My user 1 does not have this issue but my brother User 2 gets this message when he goes online, PS parental controls are all turned off but still get this message in game. Help please!

Sony can see you through the PS eye and knows your underage and hence has implemented them to stop your fragile mind being destroyed by people old enough to play the game.

You could always go play something else until you don't need to worry about parental controls, leave the mature games to people who at least technically qualify. Seriously, making a thread like this... Thanks for the laugh anyway.

 

EDIT: Okay I guess the valid question is how old are you? If still not an adult, ask your parents. If you are an adult, why the hell would your system of parental controls enabled?

He's 30 years old and cant figure out how to change the damn settings? I think you accidentally put that "0" on there.
