Can't Get On The Hauler in "Scouring The Port"

I'm not seeing any traffic about this problem. In video walkthroughs, I see other people jump up on to the hauler, but my Trevor just leaps around on the ground. I can climb up on every other part of the hauler, just not the ladder part.

 

Anyone else come across this?

In case anyone else encounters this, I found a workaround. Just run away from the mission area and fail the mission (I ran onto the cargo ship ahead). When you come back, you'll be on the hauler.
