Lol no you don't. literally only weapons unlock at levels (exception being tanks and buzzard)

 

You could come out fresh level 5 or whatever and buy a 400K house and bugatti if you wanted then take a hour racing a friend on Criminal record to unlock turbo for your freshly bought bugatti.

 

You can find weapons in survival and take them back to free roam. Mini guns, RPGs, combat mgs etc.
