Would you prefer to keep medical bills or just lose whatever cash you have on you at the time? I personaly can't stand the current medical bill system. It's too expensive and sucks the fun out of doing things for entertainment. So, as I see it, there are 4 options:

 

Keep the medical bill system as is.

 

Modify the medical bill system so that the price is reduced to somewhere from 250-1000 dollars, and that player killers (unless they kill a bounty) pay the medical bills.

 

Remove the medical bill system entirely, and make it so that you just lose whatever cash you have on you at the time, which can be either picked up by another player or you if you get there fast enough. An option could appear under cash for "return picked up money to original player" as well, just for courtesy. To keep it balanced, the depositing money by internet could be removed.

 

Modify the medical bill system to a very low price (50-500 dollars), AND lose whatever cash you have on you.
