I'm currently lvl 29 and haven't seen this two, I know Trevor is but haven't came across mike and Frank. Are they even there?

Maybe in DLC we may see Franklin but since it takes place a few months before the Story Mode, Michael would still be in hiding so I doubt we'll ever see him or do jobs for him.

 

I can't even imagine doing jobs for Franklin though, it would be cool but he's kind of under Simeon I have no idea what he would get us to do.

Most likely not Mike (Witness Protection) but maybe Franklin in later content updates.
