Where can I find the Bulldozer

Found it online earlier in the spillway, but it's not spawning there now. Any other locations?

 

Or is it a level spawn thing?

Construction site near Sandy Shores and the Airfield is where I found one! Hopes this helps!

So far I've managed to find them in two places.

 

First place was in the spillway where the metal bridge is.

 

Second place was at the Redwood Lights track. I found multiple here in different spots.

I'm guessing this is the place aboxofdogs was talking about.
