1) Do you have to Free Roam Kill to unlock the weapon skins?

 

2) What the hell are JPs for?

I think the kills for skins are by playing team death match game modes. (please correct if I'm wrong. I don't really play TDM)

 

And JP's are just points you get for pulling jobs, that combined with your level will unlock better jobs etc
