Starting missions you get one of your cars spawning close a lot of the time, same goes for spawning in free roam.

 

How to set it to a particular one?

just leave your garage with the car you want to use, it'll be the one that spawns during that session

Drive out of your garage in it. Or phone your mechanic ( when u unlock him by owning a apartment or garage) and he'll deliver it to ya in seconds.

For me, it's always the last car that I've driven (with a tracker in it...and insurance, to be safe); I have a another car that had a tracker and insurance, but I accidentally sank it and I never bothered to replace it. Note that insurance isn't required, but the tracker is.
