racing short 1v1 races works pretty good at low levels, also unlocks car mods, use a motorcycle on criminal minds, takes 30 seconds.

You can be a loser and farm like the other losers or you can play missions and races. Survival is also great for RP, very rewarding, and really fun with friends!

just do some races make sure it has only 1 lap

As people have stated, do races. I'd recommend solo, one lap, with a fast car... and just do it over and over.

You won't get money, you won't unlock anything for vehicles, but you'll get considerable experience each time.

Your best bet is Criminal Records at the prison (which is a little southwest of the Sandy Shores dirt airstrip).

I'd say Boneyard Survival mode is your best bet. Unfortunately it won't be unlocked for you until level 15. If you are a good shot and have a good team you can rack up alot of RP. E.G I was getting through a level every game. And the money depends on which wave you get to. Getting to the end of wave 10 gives you 20K
