Seriously, what's the deal with it? I don't know how many else experienced it, but in my game, there is a topless (male) NPC driving recklessly throughout the city in his black Sentinel XS. I see himq uite often and when you kill him, you can pic up some money, sometimes ammo and some snacks like Egochaser. This is awkward. And that bitch run me over a few times already
