They could only do a complete cash wipe from everyone but i guess you never played an MMO this wasn't an "Exploit" or "Major Exploit" 2 different things same meaning just one is much worse R* didn't like the idea that people found away to make a massive amount of income which threatened their micro transactions so they patched mission repeating completely and lowered money why? to prevent the massive amount of income players made from happening anymore why do you think they enabled micro transactions
