when you turn your chat too friend/crew.. can others(other then friends/crew) still hear you but u can't hear them?

Bumping this for you because I'm wondering this too.

 

Also, does anyone know if the voice feature will recognize in game while in an Xbox Live Party when I'm robbing a store?

The online reason i'm asking this is because.. I heard in game a friend of a friend thought he wasn't responding too him because he couldn't hear him with no reply when asking a question.. his response was he had chat on friend/crew to that friend of the friend.. if that makes any sense
