"special vehicles" in garages

As Michael, I went to the garage to retrieve a Cognoscenti Carbrio I had purchased. The car has disappeared . I feared this might happen due to the known issues with cars, so I have lost a $185k motor. One of the things that surprised me was that there was an option to access special vehicles once in the garage, using the right button. This revealed a Annis Elerghy RH8, a very fast sports car that I have never stolen or bought.

 

-What are these special vehicles, are they something the characters get for free?

 

-Is there any way to get the car I purchased back?
