I looked at all the spots it spawns at in single player, I found one that spawned the other offroad car of the same make sometimes but no dune buggies

no , I was out in paleto when I called him and he directed me to one in grapeseed. No you cannot mod it but if you need to heal it just drive it into youre garage and back out.
