JazzOnWheels Posted October 9, 2013 Share Posted October 9, 2013 Had the same problem until Franklin ran into Dom (?) part of Freaks and Strangers. A dog leads you to him, he's stuck in a tree hanging by his jump gear. Takes you up in a chopper to show you how to jump, then you race him down the mountain on a mountain bike. Once you finish that mission, a number of parachutes show up on the map which designate all the base jumping spots. Parachutes are waiting at each one.
