Best Online Safe house?

I have heard that the 400k ones are not worth it and instead buy a cheaper one (200k). With that said which safehouse is the best and which one has the heist plan included?

Pick a 10 car garage apartment with a view / location that you like. They all have the same interior.

 

People don't like the 400k one because its view doesn't let you see players easily and it's out of the way of stores / services.

buy the one that doesn't have people outside ready to shoot you as soon as you walk out the door.
