Why won't I get a text for Rooftop Rumble?

I've tried not calling Martin, tried calling him, doing his other missions, doing unrelated missions, none of it works. I've been lvl 75 for about 7 hours now and nothing..

I was trying to get the VD mission all night last night, I'd request a mission and get nothing at all.

 

Not sure what it was or why, sounds similar though.

this is unconfirmed, so don't hate.

 

I noticed that both Ron and Martin call to tell you about Gang Attacks. I also noticed that there are often gang attacks near the starting points for two of their money making missions. I'm not sure if the location matters or the number of attacks completed, but once I did a couple of gang attacks they called up with desired mission. Try it out and let me know how it went for you. Could be coincidence tho.

This would seem to make sense.

 

You can also contact them for jobs but Martin usually only seems to give Out of Court Settlement.
