How to get Martin on the contacts

Hello! I have been browsing this forum for quite awhile. And trying to find out how to get Martin Madrazo on my phones contact. Am I supposed to do a specific job from my contacts? In order to do his missions? I am currently level 47. Best to all of you all!

Hmm, I'm only 24 (almost) and if I remember right, he just called me out of the blue with his 9K Out of court settlement mission

You probably have skipped all the lower paying jobs....do some and see if he calls. You may think you've seen them all, but I'm a level 40 and Lamar just sent me a three part mission that I've never done.
