How to unlock BASE INVADERS

I m level 46 and I want to do the mission BASE INVADERS but RON doesn't want to give me it. When I call him the job selection is locked and I heard you unlock it at level 27. I already met with Trevor. Can someone help me unlock it or help me find it.

i just kept calling him, delete a mission from him, and retry. same for all the guys really... they will eventually give you another mission. good thing too, if it takes so many levels to unlock a mission, why would i want to do a $5000 mission at level 40? they should cancel some out after a certain point it does no good.

also, are all apt's next to banks? just noticed..
