How to set a bounty?

Some asshole just killed me right after a mission and took my money. I'd like to set a bounty but don't know how. Anyone want to clue me in?

Do you have Lester as a contact? If so call him up and select bounty then pick a player and put a price on his head.

you can't always bounty who you would like to. i wasn't able to bounty someone who shot me while I was idle for a second

anyone know how the bounty system works? I've tried several times to place one on my killers but it never shows them. usually like 2 randoms out of the 16 players
