if 2 cars with different stock accelerations are upgraded to both have max acceleration, will each car get up to its top speed in the same amount of time?

I don't really think acceleration plays a big part when it comes to mods considering you will be modding all your cars eventually. What I feel is a game breaking is traction and the other one that lowers the body of the car.

I agree, the car's weight, aerodynamics, and drivetrain play a big part in each car's performance. You can max out acceleration on many of the cars but some will still be faster off the line, even if they're the same class. Power is only as powerful as the driver who wields it.
