get a 3 star wanted level and try to do a lap around the map - freeways only - without losing the cops

Get on a BMX and head to one of the many skate parks. Or, simply ride street. I love it, it's awesome, especially with a buddy.

Play Survival.

 

Parkour. Not as good as GTA IV, unfortunately, because apparently you can't climb after jumping like you could before. And if you go too far/too high your dude becomes a spastic and goes all flimsy. BUT, can be done nicely.

The BMX is AWESOME. Take it into ongoing traffic and bunny hop at the cars coming at you, and it will pop you up pretty high into the air, the trick is chain bunny hops between cars.

Sticky bombs on cop cars, gets expensive if I don't get away, but is fun to do...especially if I can do it with cops in the car. Helps me work on my stealth skill.
