Wouldnt it TECHNICALLY be possible for them to do this? I mean seeing as how their servers are being hosted by themselves and they only need the microsoft network and the PSN to port onto their servers. they essentially hold the power to be able to merge them right?

Cross Platform has never worked anyway.

 

They tried 360/PC on another game years ago and it was a complete disaster

No, Microsoft and Sony have the power to do that and they never will. Even in the unlikely case that Rockstar could engineer it they would get sued immediately by both platform holders. Microsoft are especially averse to this kind of thing, it just won't ever happen.
