I tried making a new character and getting the tailgater after the first race.

I got the car and i planned on having a freind join the game and hold it while i switched to my real character... but he couldnt join my game cause was in the tutorial game lobby i guess...

so we came up with a new plan. i insured the car and finished the tutorial. joined his game, and gave him the car. Oviously he couldnt insure it cause it was mine. So he drove it around and i insured a new car. Cause u can only insure one.

but as soon as i did, he was forced out of the car and neither of us could get in it. It was locked. we tried leaving and coming back to the lobby, and we pushed it into los santos customs. nothing worked.

 

If anyone has any input on some method that might have worked. let me know.
