Should Shooting + Entering Buildings be patched?

What I'm talking about is when someone shoots prior to entering a building, then enters with their weapon drawn, able to fire on anyone inside or rob the cash registers. I'm only asking because I was in the strip club in game doing... business related things, and some guy came in and blasted me with a shotgun. I would have no problem with this if I was able to draw my weapon as well, but since I cannot, I find this a bit exploitative. Your thoughts?

Sure, but don't you think it's a bit unfair that they can come in with a weapon but I can't defend myself? There's only one entrance/exit, so it's basically a free kill in a death trap.

I just stay in Passive Mode and keep an eye out for people driving in cars.

What REALLY needs to be patched, is having to turn passive mode off just to do certain missions (should just be disabled for mission and reactivated afterward), and having your car locked from others during a mission (atleast so long as you're in the drivers seat, and not another player).
