I found getting a karin 4 door and going around lesters factory spawned sultans for me on all of my characters.

I've been looking for a Sultan for a week when I spawned right next to a Sultan just south of the Sandy Shores airstrip after a Lester mission today. I could not believe my luck. Then I passed probably about a half dozen on the way to put a tracker in it.

 

When it rains it pours.

 

Edit: It looks like Sultan turns into the Rally Sport version when you add a rollbar.

I found quite a few out in blaine county, I think i was driving a white van and they started to spawn, mostly parked though.
