Selecting Missions to Start

This is a horribly dumb question but I would like to know a definite answer to this.

 

I know how to start and select missions via phone. But if you had a mission on your phone, but was unable to start a mission you had (for example, server disconnection upon startup) and it is gone from your phone; is there a way to get that mission back?

 

There are two missions I had (NPC given) and I couldn't start. I could call them but I'm unsure if my level was high enough to unlock that feature with the NPC's. I'm also at work right now and can't check atm.

They will come back. Sometimes they call you or I think after a certain level(8?) you can call them and request job.

 

-edit I think the request is unlocked at a different level for each NPC
