TomBishop Posted October 8, 2013 Share Posted October 8, 2013 hmm, the highest iv got is 3 stars robbing shops. try using a different getaway car, and changing you outfit on a whole. Not sure if this is true but apparently the shop keepers recognize features about you giving you a higher wanted level. And I don't think you can rob the safe.
