Can you store one of the police SUV's in a garage?

I was reading something on the forum earlier today saying that the all-black Granger that the guys hang off the side of can be stored/modified. I finally got to try it just now and it didn't work for me, but i also saw a sheriff-style police SUV on the road tonite and when I tried to get in it I couldn't because it was someone's personal vehicle. So can the sheriff SUV be saved because of a bug or something?
