Hoe To Unlock All 5 Character Slots

I tried searching constantly but couldn't find the answer anywhere. In GTA5 online you are given 2 out of 5 slots free. How do you unlock the rest of the slots?

So we have to find a Hoe to unlock the other character slots? Anyone know where she's located?

 

Or do you mean the garden tool? Should we be looking in gardens or on farms around the map?

Honestly I don't think anyone knows yet, perhaps it's unlockable through DLC, micro-transactions, achievements.

When the cloud servers are actually available all the time.

 

Because I only use one character and most of the time I have to wait about 5 minutes before leaving because the cloud servers aren't available for me to save the progress.
