Online car insurance issue

So i had purchased and pimped out said car (including insurance and tracking) and continued to use this vehicle for many a sessions without any issues but have luckily never experienced any drastic events which lead me to reclaim my car from the in-game insurance company.... until now.

Recently, i jumped on an open free mode session and unluckily got in the crossfire between two bounty victims and copping quite a large explosion. I received the popup window to call the ingame insurance and proceeded to do so after respawn, but unfortunately i keep getting the "No operators available" state of the call - as if i have no vehicles in their reposition.

I have repeatedly tried the insurance but no luck thus far, so brings my question.
How do the insurance companies work?, Is there a cool down period, a certain time to call? I would love to get some info and have done some digging myself.

Have spent a ridiculous amount of money pimping out the ride and would love to get it back.
