Where can I buy a Scuba Diving Suit or a Submarine?

I really wanna explore with my friends but I lack the equipment I need to do so, is there a website or a place I can go to buy them? Thanks in advance! =D

No, you cannot buy them. But, you can find them throughout the world. Two places being the toxic waste plant, & the marina.

 

EDIT: That's the submarine, not the scuba gear.

There is a marina and helipads there.

 

My Apartment backs onto the marina giving me easy free access to a submersible and maverick, sometimes a free speedboat and frogger too

I'm only level 23, parked vehicles spawn on the map regardless of rank.

 

The sub though constantly changes it's spawn position and or course if it already has been stolen, has a preset respawn time.

 

Go down there and check all the bays and you should find the sub

 

The speedboat sometimes spawns in another separate but is not as frequent as the sub.

 

The maverick is always at the helipads and the frogger is scripted to take off when a player gets near to it so get out your gun and pick off the npc in it.

Not sure if it will work but in single player if you get out of the sub underwater you get the diving gear. If it does work in multiplayer then you and your friends can take turns getting out inorder to get scuba gear.

Is the submarine online one player only or can more than one person be in it at a time?

it appears to hold only one person even though there are 2 seats...it also doesnt give you scuba gear when u get out underwater....at least not for me or my friend

I can confirm this as me and 2 friends were messing around with the sub yesterday.
