Am I derping here? Why can't I hear mics in freeroam?

GTAO has been very silent for me since I've started. I've heard people talk in job lobbies only a handful of times, never in freeroam. My headset is busted and I have yet to replace it. My NAT is Open. Does the match maker just put me in sessions with other people who don't have mics? How does mic chat work in freeroam; is it proximity or global and why don't I hear anyone talking?

It's global. And most folks tend to be quit until someone says, "Hello?" Then it's a non-stop blabberfest. lol

I mean I've been playing all weekend, level 23, and I've only heard two people talking in a job lobby one time. Never free roam. Also global voice chat = bad.

Eh, it's fine. Like I said, most folks are quiet until someone finally gives in and says hello. Then, they usually group up and go to do jobs or something, so it doesn't clutter up global chat.
