Good concept, ignore all the haters.

 

I figure boat races would be largely legal, and depending on the layout of ATC most air races too. You can play golf and tennis, although some of your competitors' attire is probably against the rules but not illegally so (outside of The OC). And no betting!

 

You can also use passive mode to pick up cash from the streets, can be fairly lucrative and the police don't seem to care about evidence or crime scenes..

 

In terms of missions, you're pretty much out of luck even as a bystander (conspiracy laws are a bitch). It did occur to me that you could start missions, go to the objective and then phone 999 on your cell once you realise crimes are being committed.... As soon as you accept the payout you're back to conspiracy charges though :D

 

You could use the forums to offer a chauffeur service, no questions asked.

 

Best option IMO is to apply to the FIB and become an undercover agent, investigating the large number of psychopaths and serial killers in Vinewood. And then there's the players :)

-create a NASCAR-style race on the racetrack in East Vinewood in the content creator.Since it´s on a track and not on the street,it´s not an illegal street race.

-if you are not a bad sport (you don´t destroy other people´s vehicles,leave jobs...),you get $2000 every 24 hours in game for good behavior.

-some side activities like golf,tennis,arm wrestling,parachuting,darts and maybe some other are legal.

Start a cab service for other players in freemode. You're going to need to advertise, but you can do that for free. Don't ask where the money they're going to pay with comes from, you're a cabbie, it doesn't concern you. You might see some.....stuff, though.

How about the rescue missions? You can launch those jobs on your own and just defend yourself as you rescue the person ie: Cleaning the cathouse.

Create races. IIRC, a number of legal races are done on actual roads that are blocked off. Just disable traffic.

 

Undercover agent. Do missions normally, but avoid ones involving cops murdering.

 

Mechanic? That's what I'm doing on my RP character. He owns a small business where he essentially lets people deliver their cars, or have them towed, to a parking lot. Once there, he repairs them and then charges a fee. He can fix anything. Simply drive the car into an LSC, repair it, then sell it. repair is out of pocket parts costs, and the sell price is what you've charged the owner for the work.

Air races over any of the two larger airports as an air show.

Really, what you do legally, all depends on how much you're willing to twist the concept of what's legal. You could play as a stocker in a convenience store, and instead of a paycheck, just rob the place when your shift is over.
