nope but they are apparently trying to fix. i created a new one 1hr ago and is loss again, it appear on the rockstar website but after while is gone soo whatever they are doing right now is making it gone

If his character doesn't show up on the Social Club site under Career, then nope his character is gone for good and Rockstar f*cked him with no lube. If it is still visible stats wise in the site, then there's hope. Just tell him not to make a new character over it and wait.
