How do I unlock new missions in GTA online?

Does anyone know how to advance the story in gta online? I call Gerald, Martin, Lester, etc and they keep giving me the same old missions. I haven't completed Simeon's mission where you have to grab cars for him and deliver them to his dealership (the one he texts you). Could that be the problem? I am also level 41, and I getting missions that only pay me 1000-7000. Please help. Thanks!

Also, should I wait for these people to call and give me missions, Or is it better to manually call them?
