can't eat in vehicle even when a passenger

Was trying to regen some health. Went to inventory and selected food item i purchased from the shop but apparently i can make calls and shoot while driving and as passanger but my character finds it to difficult to eat a snack

I'm more disappointed you can't smoke while shooting, or in cover.

Food makes a person fatter and heavier which then makes the vehicle weigh more which could affect the driving and deliver serious consequences. However, if you already have hold of the food then the weight probably stays the same regardless of whether or not you eat it. You could however throw up during a mission so R* did not want to risk that happening.
