Merryweather When Do I unlock the backup helicopter?

I'm like rank 27, and the backup helicopter is unlocked at 20. Whenever I want to use it, it's locked and says "Wait for merryweather to contact you"

 

Dufuq is this sh*t

seems to be a bug in your game/account

it's pretty useless anyway so if that's the only thing I wouldn't worry too much

It is useless.....please if anyone one has a f*cking clue what it does ...pls tell me as well....

 

 

u call it in and it hovers overs you talking how its there to assist you....but it does not do jack sh*t.....

I was running around town in a fire fight with other players while the f*cking thing just hovered over me till I got killed.
