How do you get the mission up? I'm at level 21 and can't get it when calling Gerald. I haven't done it before either.

Actually my bank account is 3 digits, as I had trouble getting online on launch day, heard all the complaints about characters erasing etc, so decided to save myself the hassle, leave it for a week and enjoy myself, go out and party etc. But yeah, because you like to exploit a glitch and play the same mission over and over to earn money you're better than me. Good one.
