Who Is This?

Saw this npc at my friends apartment at del perro heights and I'm curious if any of you knew who he is or why he is there because I have the other apartment there that has the same interior and i dont have that guy there so i am curious if any of you have this guy in your apartment or if any of you know who he is?

Yeah it was pretty hilarious, me and my buddy got a solid 15 minutes of laughing out of it. All I could do was cry for help and run around my friends apartment in fear as my NPC self chased me around and started getting violent.
